Since I didn't grind there before I was revered I do not know if you still get Ratchet rep from neutral through honored or not.
There was a lot of running in and out of the ship and, since I wasn't getting Booty Bay rep there, I felt that place wasn't worth my time.. I've spent the night killing Venture Co. Evacuee on their ship in Venture Bay, south west Grizzly Hills. I did not stop to loot their corpses or do anything else except for a single quick bio-break, I just kept killing.
For me this adds up to approximately reputation per hour for the grind with half of that as a healthy bleed-off to the other Steamwheedle factions. As stated in other posts the evacuees award a baseline of 5 Reputation to Booty Bay and 2. Even though the evacuees are few on the ship, these mobs have just bellow 10k health and also at-least currently? A few times during my night i reached a instant re-spawns in a single spot in less the a second after killing the previous one.
I often found myself waiting for my GCD rather then the next mob to kill. As a melee this seems to be a much faster way then killing Southsea Pirate in middle east of Tanaris. These pirates requires more travel by foot as melee in between the kills and their re-spawns are a lot slower then the evacuees. Since I didn't care about looting at all, a friend of mine came by to loot the mobs for a few hours to get Stocking Up.
With only me killing and my friend only looting we found pretty soon that it was not possible for my friend to loot as fast as the mobs died leading too a good surplus of cloth and fatigue in the looting-right-clicking finger.

Worry not! The Fleet Master that gives the clothes and hat achievement quest was moved to a boat directly beside the isle on in front of booty bay with the big goblin on it during the event! In attempt to let it catch up, I decided to head to to the Cape of Strangethorn and spend some quality time with the Bloosail Bucaneer mobs there.
I dropped a Guild Battle Standard on the island directly between the two west-most pirate ships, the Crimson Veil and The Riptide then flew back and forth between the two ships killing anything that moved.
By the time you clear one ship, the other one has probably respawned. I did try to head over to the 3rd ship The Damsel's Luck , but there weren't that many mobs that granted a lot of rep and it caused my battle standard to despawn so I decided to skip it. Hope this helps!

When farming use instant casts and ONLY kill the pirates. I've personally tried killing the Covert Ops along with them and all it does is slow down the farming process, you don't have to go in buildings either, just use "V" targeting as you run by them and kill them that way. I've tried both on my warlock and I literally just wait on corruption global cool down, there is rarely free time, just auto run and get to it.

After having had Exalted with Bloodsail. We check Bloodsail rep by verifying your Bloodsail quest completion. I see already that you have what you need there, So now just get the others to exalted. If the achievement doesn't award once you have the others at Exalted, ticket back to let us know and we can verify and award the achievement.
Comment by annhala You do not have to be Honored with the Bloodsail at the same time as you are Exalted with all the other factions. But get Honored with the Bloodsail before you raise the Goblin factions. I have spent a few weeks trying to get clarity on this and there is a lot of conflicting information out there, even from GMs. Per an April 23, blue post on the Battle. Unfortunately no retroactive credit was provided to players who had reached exalted with any of the Goblin Cartel reputations.

Comment by DakMonkeyz If you are repairing your reputation from hated and don't care about bloodsail reputation anymore, you can use the repeatable cloth turn-in quests to get from hated to neutral. My suggestion - Gadgetzan. The quests give reputation to their respective town and spill-over reputation to the three other goblin towns. You can use these quest until you hit neutral with the faction, however the spill-over reputation gives you reputation above neutral as well.
