Zant took him up on his offer, and through him, Ganondorf was able to escape to Hyrule when Zant launched a military campaign to cover all of the land in Twilight.

Seeking to defeat Zant, Link and Midna make their way to the top of the Arbiter's Grounds, where the Ancient Sages explains to them what happened to Ganondorf.

This effectively gives Calamity Ganon an immortal army though he is unable to revive his Scourges and doesn't revive Master Kohga though similar to Phantom Ganon this may have been punishment for failure as Kohga was extremely lazy and only confronted Link when he successfully infiltrated the Yiga Clan Hideout.

Additionally the Yiga Clan became far more aggressive and determined to avenge Kohga's death thus Ganon may have elected simply not to waste his power on resurrecting him as he was more useful to Ganon as a Yiga Clan martyr than when he was alive.

Urbosa seems to be the only Gerudo aware of the ancient Gerudo King and his connection to the infinite evil that is Calamity Ganon. Princess Zelda possesses awareness of Ganondorf and Ganon's origins as well though it is unclear if this is common knowledge among the Royal Family of Hyrule or if she acquired it through her friendship with Urbosa.
